With my intensive travel experience in more than a hundred city and hundreds of hotel stay all over the world, from President Suite in a Ritz Calton to cheapest motel in China. I must say this hotel is my worst experience so far.
The owner is rude and set some rules uncommon even in Japan (I have half a hundred stay experience in Japan). The worst part is, if you don't obey them, the owner will make sure you face consequences, calling police in my case. I think I will skip the detail but highly recommend everyone to stay away from it.
It is a budget hotel, not too budget in pricing though. With no elevator, and in-room toilet. Shower is public and have to pay per 10 minute. Room cleanness is worse than average in Japan.
No housekeeping service, for unknown reason, not even empty the rubbish bin. But the housekeeper will still enter your room as we notice. It make us feel really bad.
English don't work for this hotel, owner only understand very basic word.
